I have been scammed two times this week?

I have been scammed two times this week on ebay. First I sold my bb flip and the buyer didnt pay. I talked to an ebay customer rep. and he told me to file a case tomm. Today my Nike Rio Soccer shoes sold. The created his account yesterday and I dont have the money in paypal yet? Should I contact ebay again?
