What country to go to between july-septemeber near thaliand?

i have been to goa nd was now thinking of thailand. i want to visit a country for maybe three months which is cheep to live in but you can still enjoy during these months. is thailand to rainy? where else can i go which is really not expensive? goa is raining all through these months. i am from england
