Is Benny The Laden (aka Osama Bin Laden) is as fictional a character as Jessey The Christ (aka Jesus Christ)?

Basically what I'm trying to say is: if Jessey The Christ managed to pull the biggest fraud in the history of humanity then why wouldn't CIA concoct an amazing story about Benny The Laden with all the resources and technology they got?
