How do I do it so my puppy can use the potty pads?

I need help, my 4mth female cockapoo has never done the restroom on a pad she goes outside but since the rainy season is here I can't take her outside it's all muddy and wet so I bought her the pads and a spray to help her eliminate but instead when I sprayed the pad she was scared of the smell but after a while I was helping her to calm down and she just licks it, lol and she lays on it. What can I do so she can use it to potty? Please help, and Thank You!
