At work, is it ok to be stalking instead of working?

Ok so at Wal-Mart, Emily didn't like me from the outset. idk y, since everyone else was already talking to me. I was livid and outraged, but mostly hurt. Instead of working in my dept (laides wear), I stood by the fitting room to watch Emily in her nearby dept. I got a poor performance review for not producing. My dept mgr confronted me about the whole thing and I shouted, "I'm sorry you feel everything is your damn business!" A customer complained, my asst mgr went to regional HR mgr, and I got written up. So unfair. And btw, I begged and paid Emily $$$ to like me for 2 seconds and that didn't work.
